आर्थिक प्रणालियाँ- बाजार अर्थव्यवस्था, गैर-बाजार अर्थव्यवस्था और मिश्रित अर्थव्यवस्था | Economic Systems- Market Economy, Non-Market Economy and Mixed Economy

मनुष्य का जीवन कुछ वस्तुओं एवं सेवाओं के प्रयोग या उपभोग पर निर्भर रहता है। इनमें से कुछ वस्तुओं की एक विशेष मात्रा के प्रयोग को मानव की उत्तरजीविता के लिए नितांत आवश्यक है। उदाहरण के लिए आवास, कपड़े, आहार, जल आदि। अर्थशास्त्र की पहली चुनौती यह मानी जाती है लोगों को इन सभी वस्तुओं की प्राप्ति कैसे करायी जाए। अर्थशास्त्र की इस चुनौती के दो महत्वपूर्ण आयाम हैं-
1. इन वस्तुओं का सृजन
2. इन वस्तुओं को लोगों तक पहुँचाना (वितरण या आपूर्ति)

Man's life depends on the use or consumption of certain goods and services. The use of a particular quantity of some of these things is absolutely necessary for the survival of human beings. For example housing, clothing, food, water etc. The first challenge of economics is considered to be how to make people get all these things. This challenge of economics has two important dimensions-
1. Creation of these things
2. To deliver (distribute or supply) these goods

इन वस्तुओं के सृजन हेतु सर्वप्रथम सृजनकारी या उत्पादनकारी परिसंपत्तियों की स्थापना आवश्यक होती है। इस हेतु धन लगाने की जरूरत होती है। इसे 'निवेश' कह जाता है। किन्तु यह निवेश 'किसके' द्वारा व 'क्यों' किया जाएगा? इस चुनौती के समाधान के क्रम में संसार में भिन्न-भिन्न आर्थिक प्रणालियों का उद्भव हुआ। इन्हें 'अर्थव्यवस्था के संगठन' का प्रकार के नाम से भी जाना जाता है। वैसे तो आर्थिक प्रणालियों की एक लंबी सूची तैयार की जा सकती है, किन्तु मूल रूप से तीन प्रणालियों को प्रमुख माना जाता है-
1. बाजार अर्थव्यवस्था
2. गैर-बाजार अर्थव्यवस्था
3. मिश्रित अर्थव्यवस्था

For the creation of these things, creation of creative or productive assets is necessary first. For this, money is needed. This is called 'investment'. But 'by whom' and 'why' will this investment be made? In order to solve this challenge, different economic systems emerged in the world. These are also known as 'types of organization of the economy'. Although a long list of economic systems can be prepared, but basically three systems are considered major-
1. Market Economy
2. Non-Market Economy
3. Mixed Economy

बाजार अर्थव्यवस्था- यह अर्थव्यवस्था परंपरागत आर्थिक व्यवस्था से उद्भूत हुई है। इसे प्रथम औपचारिक आर्थिक प्रणाली माना जाता है। माना जाता है कि इस अर्थव्यवस्था का उद्भव स्कॉटलैंड के दार्शनिक अर्थशास्त्री एडम स्मिथ (1723-1790 ई.) द्वारा लिखित पुस्तक 'एन इंक्वायरी इंटू द नेचर एंड कॉजज ऑफ द वेल्थ ऑफ नेशंस, 1776' से हुआ है। एडम स्मिथ के प्रमुख विचार निम्नलिखित हैं-

Market Economy- This economy is derived from the traditional economic system. It is considered to be the first formal economic system. This economy is believed to have originated in the book 'An Inquiry into the Nature and Causes of the Wealth of Nations, 1776' by the Scottish philosophical economist Adam Smith (1723–1790 AD). Following are the main ideas of Adam Smith-

समाज को जिन वस्तुओं तथा सेवाओं की आपूर्ति होती है उसके पीछे वे सभी लोग अथवा उपक्रम हैं, जो अपने निज-स्वार्थ हेतु विभिन्न आर्थिक गतिविधियाँ करते हैं। अतः स्पष्ट है कि जिन वस्तुओं के उपयोग पर समाज टिका हुआ है, वे वस्तुएँ किसी के निज-स्वार्थ का अनयास परिणाम हैं। अर्थशास्त्री एडम स्मिथ ने व्यक्तियों तथा उपक्रमों के स्वार्थी प्रेरणादायक कारक को अदृश्य हाथ कहा है। इस प्रकार, उत्पादनकारी परिसंपत्तियों में 'कौन' और 'क्यों' धन लगाएगा (उदाहरण के लिए निवेश करने वाला व्यक्ति), इन सभ प्रश्नों का उत्तर प्राप्त हो जाता है। उच्च स्तरीय समृद्धि की प्राप्ति हेतु श्रम के विभाजन में वृद्धि करना जरूरी है इसके अंतर्गत किसी एक कार्य को छोटे-छोटे अनेक भागों में विभाजित कर दिया जाता है। इस प्रक्रिया से होने वाली विशेषज्ञता द्वारा उत्पादन का स्तर बढ़ाया जा सकता है। इसके अतिरिक्त इससे उत्पादन की क्रिया में विशुद्धता तथा श्रम बल में भी गुणवत्ता आती जाती है। अदृश्य हाथ के सही परिचालन हेतु एक उचित वातावरण (उदाहरण के लिए बाजार) का होना जरूरी है। इस वातावरण को माँग तथा आपूर्ति (इन्हें बाजार की शक्तियाँ कह जाता है) पर आधारित होना चाहिए। क्या उत्पादन करना है? कितना उत्पादन करना है? तथा निर्मित उत्पादों का किस मूल्य पर विक्रय करना है? इन सभी बातों का निर्धारण इन्हीं बाजार की शक्तियों द्वारा होता है। ऐसी आर्थिक व्यवस्था का नियमन बाजार में विद्यमान प्रतिस्पर्द्धा द्वारा होता है। इस अर्थव्यवस्था के परिचालन हेतु सरकार की ओर से 'लेसेज-फेयर' की नीति अपनायी जानी चाहिए। यह एक फ्रांसिसी शब्द है। इसका शब्दिक अर्थ 'अकेला छोड़ देना' होता है। इसे विशेषज्ञ 'अहस्तक्षेप' के तौर पर प्रयोग में लाते हैं। यहाँ अहस्तक्षेप को अनेक रूपों में परिभाषित किया गया है-
1. सरकार की अर्थव्यवस्था में न्यून अथवा कोई भूमिका का नहीं होना। अर्थात् सरकार किसी वस्तु अथवा सेवा का उत्पादन नहीं करे अथवा नाममात्र का करे।
2. आर्थिक नियमन की अनुपस्थिति होना। यह कार्य बाजार में प्रतिस्पर्द्धा करवाता है।
3. करों की अनुपस्थिति अथवा न्यून कर का लगाया जाना, आदि।

The goods and services supplied to the society are all those people or enterprises, who do various economic activities for their self-interest. Therefore, it is clear that the things on which the society rests, those things are the unintended result of one's self-interest. Economist Adam Smith has called the self-motivating factor of individuals and enterprises the invisible hand. Thus, the 'who' and 'why' of investing in productive assets (eg the person making the investment), all these questions are answered. In order to achieve high level of prosperity, it is necessary to increase the division of labor, under this, any one work is divided into many small parts. The level of production can be increased by the specialization resulting from this process. Apart from this, accuracy in the process of production and quality of labor force also comes. There needs to be a proper environment (for example the market) for the proper operation of the invisible hand. This environment should be based on demand and supply (these are called market forces). What to produce? How much to produce? And at what price should the manufactured products be sold? All these things are determined by these market forces. Such an economic system is regulated by the competition existing in the market. The policy of 'Lessage-fair' should be adopted by the government for the operation of this economy. It is a French word. Its literal meaning is 'to be left alone'. It is used by experts as 'laissez-faire'. Here laissez-faire has been defined in many ways-
1. Little or no role of government in the economy. That is, the government should not produce any goods or services or do it nominally.
2. Absence of economic regulation. This work makes competition in the market.
3. Absence of taxes or levy of lower tax, etc.

स्वयं एडम स्मिथ ने ऐसी आर्थिक प्रणाली को 'प्राकृतिक स्वछदंता की प्रणाली' कहा है। उनके इन विचारों ने आगे चलकर दो प्रकार की आर्थिक व्यवस्थाओं को जन्म दिया-
1. पूंजीवाद अर्थव्यवस्था
2. मुक्त बाजार अर्थव्यवस्था
हालाँकि ये दोनों अर्थव्यवस्थाएँ एक समान आर्थिक वातावरण अर्थात् बाजार की शक्तियाँ पर ही टिकी हैं। इनके बीच कुछ सूक्ष्म भिन्नता होती है।

Adam Smith himself called such an economic system 'system of natural liberty'. These ideas of his later gave rise to two types of economic systems-
1. Capitalism Economy
2. Free Market Economy
However, both these economies are based on a common economic environment i.e. market forces. There is some subtle difference between them.

पूँजीवाद का ध्यान संपदा तथा उत्पादनकारी परिसंपत्तियों के स्वामित्व पर होता है। इसके विपरीत मुक्त बाजार अर्थव्यवस्था का ध्यान संपदा के 'विनिमय' पर होता है। यह विनिमय वस्तुओं तथा सेवाओं के उत्पादन व आपूर्ति के माध्यमों से होता है। पूंजीवादी अर्थव्यवस्था में सरकार की उपस्थिति हो सकती है। किन्तु इसके साथ ही निजी उत्पादकों को एकाधिकार भी प्राप्त होता है। यह किसी भी प्रकार की प्रतिस्पर्द्धा होने से रोकता है। इसके अतिरिक्त इसमें आय कर को न्यून स्तर पर रखा जाता है अथवा किसी भी प्रकार का आय कर नहीं लगाया जाता। दूसरी ओर मुक्त बाजार अर्थव्यवस्था में सरकारें नियमन का कार्य नहीं करतीं। बाजार की शक्तियाँ नियमन का कार्य करती हैं। इस कारण इसमें बिना किसी बाह्य हस्तक्षेप के प्रतिस्पर्द्धा की संभावना होती है। इसके अंतर्गत आय कर तो लगाया जाता है, लेकिन उत्पादकर्त्ताओं को प्रोत्साहित करने हेतु इन करों की दरें निम्न होती हैं।

Capitalism focuses on the ownership of wealth and productive assets. In contrast, a free market economy focuses on the 'exchange' of wealth. This exchange takes place through the production and supply of goods and services. In a capitalist economy there can be a presence of government. But at the same time private producers also get monopoly. This prevents competition of any kind. Apart from this, income tax is kept at a low level or no income tax is levied in this. On the other hand, in a free market economy, governments do not do the work of regulation. Market forces act as regulation. Because of this, there is a possibility of competition without any external interference. Under this, income tax is levied, but the rates of these taxes are low to encourage the producers.

पूँजीवादी आर्थिक प्रणाली को विश्व में सर्वप्रथम वर्ष 1777 में संयुक्त राज्य अमेरिका में प्रयोग में लाया गया था। यहाँ से यह पूरे उत्तरी अमेरिका एवं पश्चिमी यूरोप (यूरो-अमेरिका) में विस्तृत हुआ। इन अर्थव्यवस्थाओं ने वर्ष 1929 की महान मंदी तक उच्च संपन्नता हासिल की। किन्तु मंदी के परिणामस्वरूप इन्हें अप्रत्याशित आर्थिक संकट का सामना करना पड़ा था। इस डेढ़ शताब्दी में इन अर्थव्यवस्थाओं के अंतर्गत बहुराष्ट्रीय कंपनियों द्वारा उच्च स्तरीय पूंजी का निर्माण किया गया था। वहीं दूसरी ओर न सिर्फ अधिकांश लोग गरीब बने रहे बल्कि अमीरों व गरीबों के मध्य भारी अंतर आया। आर्थिक असमानता में काफी वृद्धि हुई। इस अवधि के दौरान आय कर एवं अन्य कर नहीं लगाए गए। यदि ये कर लगाए भी गए तो इनकी दरें बहुत निम्न थे। इस अवधि में सरकारें थीं, किन्तु वे कल्याणकारी कार्यों में केवल नाममात्र के लिए ही संलग्न थीं।

The capitalist economic system was first used in the world in the year 1777 in the United States of America. From here it spread throughout North America and Western Europe (Euro-America). These economies achieved high prosperity until the Great Depression of 1929. But they had to face unexpected economic crisis as a result of the recession. In this one and a half century high level of capital was created by multinational companies within these economies. On the other hand, not only did most of the people remain poor, but there was a huge gap between the rich and the poor. Economic inequality increased significantly. Income tax and other taxes were not levied during this period. Even if these taxes were imposed, their rates were very low. There were governments in this period, but they were only nominally involved in welfare works.

प्रणाली के ऋणात्मक तत्व- लोकतांत्रिक अधिकारों तथा स्वतंत्रता के वातावरण में इस प्रणाली द्वारा वैयक्तिक व उपक्रमों के स्तर पर अपार सफलता की संभावना उपलब्ध करायी गयी। इससे अन्यान्य खोज तथा अनुसंधान को प्रोत्साहन प्राप्त हुआ। हालाँकि, यह प्रणाली डेढ़ सौ वर्षों से भी अधिक तक निर्बाध कार्य करती रही। किन्तु इसकी अपनी कुछ सीमाएँ भी थीं। इसके ऋणात्मक पहलुओं को हम निम्नलिखित प्रकार से समझ सकते हैं-

Negative Elements of the System- In an environment of democratic rights and freedoms, this system provided immense potential for success at the individual and enterprise level. This gave impetus to other discoveries and research. However, this system continued to work uninterrupted for more than one and a half hundred years. But it also had some limitations. We can understand its negative aspects in the following way-

गरीबों अथवा यूँ कहें कि जिन लोगों के पास बाजार आधारित क्रय शक्ति नहीं थी, उनकी देखभाल हेतु इस अर्थव्यवस्था में कोई उपाय नहीं था। राष्ट्र एवं सरकार द्वारा नगण्य कल्याणकारी कार्य किया जाता था। वितरणकारी उपायों को लागू करने (उदाहरण के लिए प्रगामी कर प्रणाली को अपनाने) के बावजूद भी आर्थिक असमानता बढ़ती गयी। क्योंकि आयकर की दर कम रही अथवा व्यवसायों को आयकर में विभिन्न वर्ष छूटें दी गई। इसके अंतर्गत उच्च आय वालों पर आय कर की उच्चतर दर लागू होती है।

There was no way in this economy to take care of the poor or rather those who did not have market based purchasing power. Negligible welfare work was done by the nation and the government. Despite the introduction of distributive measures (for example, the adoption of a progressive tax system), economic inequality continued to grow. Because the rate of income tax remained low or businesses were given exemptions in income tax for different years. Under this, higher rate of income tax is applicable on higher income earners.

विद्यमान आर्थिक सिद्धांतों द्वारा इन अर्थव्यवस्थाओं को महान मंदी से बाहर आने में सफलता प्राप्त नहीं हो सकी थी। इसके बाद संसार में अर्थशास्त्र की समष्टि शाखा का जन्म हुआ। इसका प्रस्ताव ब्रिटिश अर्थशास्त्री जे.एम. कीन्स (1883-1949 ई.) ने अपनी पुस्तक 'द जनरल थियरी ऑफ अन्इम्पॉलयमेंट इंटरेस्ट एंड मनी, 1936' में रखा। कीन्स ने इस नवीन शाखा के अंतर्गत महान आर्थिक मंदी के आने के संभाव्य कारणों की चर्चा की। इसके अलावा उन्होंने इससे उबरने हेतु एक नवीन नीतिगत दृष्टिकोण भी सुझाया। संक्षिप्त में, अर्थशास्त्री कीन्स ने इन अर्थव्यवस्थाओं को समस्या के समाधान हेउ उस अवधि की दूसरी औपचारिक आर्थिक प्रणाली (उदाहरण के लिए गैर-बाजार अर्थव्यवस्था) के कुछ चरित्रों को अपनाने की सलाह दी। उनकी सलाहों को अपनाने के पश्इ इन अर्थव्यवस्थाओं को महान मंदी से बाहर आने में सफलता प्राप्त हुई। इस प्रकार व्यावहारिक तौर पर मिश्रित अर्थव्यवस्था का जन्म हुआ।

These economies could not succeed in coming out of the Great Depression by the current economic theories. After this, the macro branch of economics was born in the world. It was proposed by British economist J.M. Keynes (1883–1949 AD) in his book 'The General Theory of Employment Interest and Money, 1936'. Keynes discussed the possible reasons for the coming of the Great Economic Depression under this new branch. Apart from this, he also suggested a new policy approach to overcome this. In short, the economist Keynes advised these economies to adopt some of the characteristics of other formal economic systems of the period (for example, non-market economies) to solve the problem. These economies were successful in coming out of the Great Recession after adopting his advice. Thus practically mixed economy was born.

गैर-बाजार अर्थव्यवस्था- तात्कालिक तौर पर यह कार्ल मार्क्स (1818-83 ई.) के विचारों पर आधारित अर्थव्यवस्था है। इसके दो स्वरूपों पर प्रयोग किया गया-

इस अर्थव्यवस्था के समाजवादी मॉडल (उदाहरण के लिए पूर्व सोवियत संघ, 1917-89) में देश के प्राकृतिक संसाधनों पर राज्य अथवा राष्ट्रीय सरकार का स्वामित्व होता था। वहीं दूसरी ओर इसके साम्यवादी मॉडल (उदाहरण के लिए चीन, 1949-85) में इसके स्वामित्व के अंतर्गत 'श्रम' को भी शामिल किया जिता था। आगे चलकर इन्हें राज अर्थव्यवस्था, कमांड अर्थव्यवस्था एवं केन्द्रीकृत नियोजित अर्थव्यवस्था के नामों से भी जाना गया था। इस अर्थव्यवस्था का उदय मूल रूप से बाजार अर्थव्यवस्था की प्रतिक्रिया के रूप में हुआ।

Non-market economy- It is tentatively based on the ideas of Karl Marx (1818-83 AD). It was used on two forms-
1. Socialist Form
2. Communist Form
In the socialist model of this economy (for example, the former Soviet Union, 1917–89), the country's natural resources were owned by the state or national government. On the other hand, its communist model (eg China, 1949–85) also included 'labour' under its ownership. Later these were also known as Raj economy, command economy and centralized planned economy. This economy originally emerged as a reaction to the market economy.

देश के संसाधनों का प्रयोग सभी की बेहतरी हेतु किया जाना आवश्यक है। उपलब्ध संसाधनों का सबसे उचित प्रयोग इनके समाज अथवा समुदाय के स्वामित्व में ही हो सकता है। अर्थात् इसमें केवल राज्य ही आर्थिक भूमिका महत्वपूर्ण है। निजी व्यक्तियों अथवा उपक्रमों को संपत्ति का अधिकार नहीं प्राप्त होगा। क्योंकि इस प्रकार की परिस्थिति में एक अल्पसंख्यक वर्ग (उदाहरण के लिए बुर्जुआ) द्वारा बहु-संख्यक वर्ग (उदाहरण के लिए प्रोलेतारियत) का शोषण किया जाता है। परिणामस्वरूप आर्थिक असमानता में वृद्धि होती जाती है। बाजार की अनुपस्थिति होने पर माँग एवं आपूर्ति की शक्तियाँ कार्य नहीं करतीं। प्रतिस्पर्द्धा का विचार पूर्ण रूप से अनुपस्थित होता है। देश के नागरिकों की आर्थिक भूमिका सरकारी स्वामित्व वाले उपक्रमों में होगी। यहाँ पर वे अपनी योग्यता के अनुरूप आर्थिक योगदान करेंगे एवं बदले में अपनी आवश्यकतानुसार सुविधाएँ प्राप्त करेंगे। किसी वस्तु का उत्पादन करना है, कितना उत्पादन करना है एवं उन्हें लोगों तक कैसे वितरित करना है आदि सभी प्रश्नों का निर्णय केवल राज्य करेगा।

The resources of the country should be used for the betterment of all. The most appropriate use of available resources can be done only in the ownership of their society or community. That is, only the economic role of the state is important in this. Private individuals or undertakings will not get the right to property. Because in this type of situation the majority class (for example proletariat) is exploited by a minority (for example, the bourgeoisie). As a result, economic inequality increases. In the absence of market, the forces of demand and supply do not work. The idea of ​​competition is completely absent. The economic role of the citizens of the country will be in government owned undertakings. Here they will make financial contribution according to their ability and in return they will get facilities as per their requirement. Only the state will decide whether to produce a commodity, how much to produce and how to distribute it to the people.

इस आर्थिक प्रणाली को सर्वप्रथम वर्ष 1919 में बोल्शेविकों ने पूर्व सोवियत संघ में प्रयुक्त किया था। यहाँ से इसका विस्तार अन्य पूर्वी यूरोपीय देशों में हुआ। इन देशों को समाजवादी समूह के देश कहा जाता था। वर्ष 1949 में साम्यवादी चीन में यह अपने विशुद्ध रूप में प्रकट हुआ। इस प्रकार गैर-बाजार अर्थव्यवस्था के सामाजवादी तथा साम्यवादी स्वरूपों का उद्भव हुआ।

This economic system was first used by the Bolsheviks in the former Soviet Union in the year 1919. From here it expanded to other Eastern European countries. These countries were called the countries of the socialist group. It appeared in its pure form in communist China in the year 1949. Thus emerged socialist and communist forms of non-market economy.

प्रणाली के ऋणात्मक तत्व- सभी की बेहतरी हेतु पूर्ण रुप से कटिबद्ध होने तथा निम्न गरीब जनसंख्या होने के बावजूद भी इस आर्थिक प्रणाली की अपनी कमियाँ एवं सीमाएँ थीं। इन्हें हम इस प्रकार समझ सकते हैं-

सभी का कल्याण हालाँकि, एक बहुत अच्छा लक्ष्य था। किंतु इन लक्ष्यों में संपत्ति के सृजन पर बल नहीं दिया गया था। इस कारण आगे चलकर निवेश योग्य पूँजी की कमी महसूस हुई। चूँकि संसाधनों के प्रयोग की प्राथमिकता सरकारें या राज्य तय करती थीं। उनका इस वजह से ईष्टतम् उपयोग नहीं हो पाता था। बाजार की शक्तियाँ संसाधनों का ईष्टतम् प्रयोग करने में मदद करती हैं। ये शक्तियाँ यहाँ पर अनुपस्थित थीं। इससे संसाधनों की बर्बादी हुई थी। चूँकि इनकी राजनीतिक प्रणाली गैर-लोकतांत्रिक (उदाहरण के लिए तानाशाही) थी। इसलिए यहाँ पर अधिकार तथा स्वतंत्रता अनुपस्थित थे। बुर्जुआ लोगों द्वारा सर्वहारा को शोषण से बचाने के उददेश्य से ये अर्थव्यवस्थाएँ कार्य करती हैं।

The welfare of all, however, was a very noble goal. But these goals did not lay emphasis on the creation of wealth. Due to this, there was a shortage of investible capital in the future. Since the priority of the use of resources was decided by the governments or the states. Because of this they could not be used optimally. Market forces help in optimum use of resources. These powers were absent here. This was a waste of resources. Since their political system was non-democratic (eg dictatorship). So here rights and freedoms were absent. These economies function with the aim of protecting the proletariat from exploitation by the bourgeoisie.
